The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Promega Corporation, 2800 Woods Hollow Road, Madison, WI 53711for Promega PowerSeq kits and Promega PowerPlex kits.
The FBI is currently validating the Promega PowerPlex kits for use within the laboratory. PowerPlex Y23 is a Y STR specific amplification kit, and contains much more genetic information than the kit currently used by the FBI for casework. Historically Y STR typing has only been sufficient to identify males of the same genetic lineage; however, the PowerPlex kit contains rapidly mutating loci which may be sufficient to distinguish males from one generation to the next. Identification of male specific DNA is important in sexual assault samples where there may be a mixture of male and female DNA.
The FBI is also evaluating Next Generation Sequencing (NGS) technologies to support the FBI Laboratory's DNA program activities by advancing the technologies applied to DNA casework and expanding the FBIs DNA typing capabilities. Promega PowerSeq kits offer NGS assays that target the 13 core CODIS STR markers. The FBI requires the Promega PowerSeq kit in order for to properly assess the maturity of all commercially available NGS STR products on the market.
Promega Corporation is the sole-manufacturer and sole-provider of the R&D Product (PowerSeq Auto/Mito/Y - 100 reactions) and the PowerPlex ® Y23 System, 200rxn that is needed to meet the FBI's requirement.
Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Promega Corporation as they are the sole-manufacturer and supplier of this product.
This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, March 30, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at [email protected]. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
