This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH) hereby announces its intent to award a sole source contract to Promega Corporation, 2800 Woods Hollow Road, Madison, WI 53711-5300 for Promega Trypsin Gold, Mass Spectrometry Grade, part number V5280 packed in 100 microgram (µg) vials.


The statutory authority for this sole source acquisition is 10 U.S.C. 2304(c)(1) in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 325414, Biological Product (Except Diagnostic) Manufacturing. The period of performance for this procurement is 90 days.


The purpose of this procurement is to purchase 1840 vials of Promega Trypsin Gold, Mass Spectrometry Grade, part number V5280 packed in 100 microgram (µg) vials from Promega Corporation. These enzymes are needed for protein digestion and the requested trypsin quantities are critical to assure uninterrupted laboratory operation for analyzing and reporting the study samples in a time efficient manner. As needed in one of the major sample preparation procedures, trypsin is an enzyme that is used for hemoglobin protein cleavage and digestion for human red blood samples prior to analysis by mass spectrometry. In order to obtain high quality and consistent tryptic digestion products for accurate mass spectrometry analysis, the specificity of trypsin needs to be highly controlled, which is essential for correct protein identification of the human specimen being analyzed. Because of the importance of the specificity for trypsin that might potentially affect our final measurements, the quality of purchased Trypsin needs to be pre-verified with our analytical protocols. Promega synthesizes and offers the Trypsin Gold-Mass Spec Grade (V5280) that has been furthered purified and provide high efficiency enzyme activity in a lyophilized powder. Our analytical method in measuring hemoglobin adducts in human red blood samples has been developed and validated using Promega Trypsin Gold Mass Spectrometry Grade with results that shown high consistency and accuracy. Since our program is in an effort to analyze any potential health effect in association with long term exposure of the U.S. population to formaldehyde, method consistency in the measurement procedures is critical and trypsin quality and specificity contributes a major factor. To maintain compatibility and consistency of the method and results in compliance to CLIA requirements, the program requires the purchase of 1850 vials of Promega Trypsin Gold Mass Spectrometry Grade, 100 μg (micrograms) (V5280) in order to continue the ongoing biomonitoring studies in analysis of hemoglobin adducts to formaldehyde in any future NHANES samples. Promega Corporation is the only vendor who can provide this product to the quality and specificity needed for the continuity of the ongoing biomonitoring activities for the program.

A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
