The United States Agency for International Development (USAID) intends to expand current USAID/ECUADOR - MUNICIPAL STRENGHTENING PROJECT - PROMUNI, Contract AID-518-C-10-00001, to continue Promoting More Democratic and Effective Municipalities in Ecuador by including additional activities to the current Statement of Work based on FAR 6.303.2 (a).
The purpose of this activity is to support efforts to strength current PROMUNI activities to linking indigenous groups with governance processes promoted by the Government of Ecuador (GOE) and local governments and ensure effective participation of these indigenous groups in municipal participatory processes and budgeting.
The planned activities are anticipated to be for an eighteen-month time period, starting with a planned Modification for February 2012 and ending within current contract completion date (July 31, 2013).
Costs proposed must be realistic and reasonable for the work. Cost Proposal will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results. USAID reserves the right to not fund the proposed expansion if it determines that your proposal is not technically responsive or feasible
Offeror is advised that, issuance of this RFP does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. While it is anticipated that these procedures will be successfully completed, RTI is hereby notified of these requirements and conditions for award. Any proposal is submitted at the risk of the offeror; should circumstances prevent award of a contract modification, all preparation and submission costs are at the offeror's expense and may not be charged to the existing contract.
All information required for the submission of an offer will be contained in the electronic RFP package, that will be posted at www.fedbizopps.gov, and sent to the offeror no less than 7 days after this notice. Offeror is advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken. Responses to this RFP will be due approximately 20 days after release of the formal solicitation.
