Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility intends to award a sole source contract under the authority 10 U.S.C 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) request the services for Original Equipment Manufacturer (OEM) contractor to upgrade two existing horizontal proof test bed machines and one vertical proof test hoist stand.  The three proof test machines are manufactured by Roberts Testing.  The first test bed machine is a 225,000/50,000 lbs. model, serial no. 02112.  The second test bed machine is 1,200,000/45,000 lbs., serial no. 05169.  The third is an 80,000 lbs. model, serial no. 01189 vertical Hoist test stand.  The Contractor shall install new indicators in a custom enclosure, upgrade proof test software, and proved all associated hardware to upgrade the machine.

The anticipated period of performance (POP) is 28 January 2019 to 01 February 2019
