The purpose of this amendment is to revise the Description of Items in the Combination synopsis / solicitation and to answer questions posed by vendors via Email to the Contract Specialist.

The DESCRIPTION OF ITEMS: is hereby replaced in its entirety with the following:
The Defense Distribution Center Red River, Texas (DDRT) has a requirement for a contractor to provide all labor, equipment, material, supervision, and transportation required to provide and deliver propane gas to be used for the fueling of Material Handling Equipment. This service will provide for the refilling of one (1) each Government owned 500 gallon propane tank located at Building 595 and three (3) 500 gallon contractor owned propane tanks located at Building 499, 436, and 522. The contractor will top off all tanks twice a week. The estimated yearly usage is 74,000 gallons. The Period of Performance is 1 May 2014 through 30 April, 2015. This will be a firm fixed price type contract with an economic price adjustment.

The following Vendor Questions are hereby Answered:

Question One: With respect to Solicitation number SP3300-14-Q-0068; Will you consider the "FAR "52.219-4 -- PRICE EVALUATION PREFERENCE" for
active standing Hubzone firm's since this is primarily UNRESTRICTED"
procurement?

Answer One: It is in the best interest of the Government to unrestricted competition for this acquisition because it is not known if competition will be obtained from two or more small business concerns from Hubzones. Government has limited sources available in the Red River area. Previous contracts and continued Market Research have revealed limited vendors able to supply this service to the Red River area.

Question Two: What is the propane being used for? Is this for the onsite equipment? Or for heating?

Answer Two: The propane will be used for fueling of onsite Material Handling Equipment.

Question Three: Regarding the three tanks that will be provided to Red River Military facility in Texarkana, Texas. What type of tanks are these? Are they used to refill smaller propane tanks? Or are they used to ie, heat a building. What type of release valve to they require?

Answer Three: The One Government Owned Tank is 500 gallon, Manufactured by Eveready Gas Systems, Model #A500H. These larger tanks are used to refill smaller propane tanks. They are not used to heat buildings. The type of release valve they require is 250 PSI @ 125 degrees F working pressure.


Question Four: We need to know if you are willing to price the propane via ", a "fixed" or "floating" price structure. I have bid some state and federal contracts that are based on an "index" price - such as the Mt. Belvieu daily posted price plus a fixed margin. Were you willing to go by this or just the 10% above the fixed price?

Answer Four: The Pricing structure for Line Item CLIN 0001 will remain as stated in the combined synopsis / solicitation. Please reference DLAD 52.216-9067 - ECONOMIC PRICE ADJUSTMENT (LIQUID PROPANE GAS) (JAN 2013).

Question Five: Can you clarify the last sentence in the description of items paragraph? The solicitation states "This will be a firm fixed price type contract with an economic price adjustment" I need some clarification on this.

Answer Five: Please reference DLAD 52.216-9067 - ECONOMIC PRICE ADJUSTMENT (LIQUID PROPANE GAS) (JAN 2013).

The purpose of this amendment is to answer a question posed by a vendors via Email to the Contract Specialist.


The following Vendor Question is hereby answered:

Question One: Who currently owns the tanks that are onsite?


Answer One: One Tank is Government Owned. The other Tanks will be provided by the Vendor. The current tanks are being supplied by:
AmerigasPropane, L.P.

King of Prussia, Pa 19406-2815
