This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12561520Q0001 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 311119, Other Animal Food Manufacturing, with a small business size standard of 500 employees.

This acquisition is for the following item as identified in the Contract Line Item Number (CUN):

001) Protein Premix for Lactating Dairy Cows, 64 Tons

Specifications: The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Marshfield Ag Research Station has a requirement for 64 tons of a protein premix (see attached formulation) for lactating dairy cows. Delivery will be as requested by the University of Wisconsin Ag Research Station/USDA­ARS, Stratford, WI. There will be four (4), 16-ton deliveries over an approximate 85-day period. Deliveries will begin on or before February 18TH, 2020.  Subsequent deliveries will be requested approximately every three (3) weeks (tentatively March 10th, March 31st, and April 21st). The contractor must be able to deliver the premix with an elevator truck capable of reaching a 25-foot height in order to transfer the premix into the storage bin.

The Contractor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA ARS Stratford, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract.

Offerors responding to this announcement shall submit their quote on SF-18 (see attached).
