The Bureau of the Fiscal Service (Fiscal Service) is issuing solicitation TFSAAFRW14CI0010. This solicitation is anticipated to result in a single firm fixed price award.

Offerors shall propose to provide Protestant Chaplain Services at the Armed Forces Retirement Home located in Washington, DC:

Questions regarding this solicitation shall be submitted in writing by 2:00 p.m. Eastern, Wednesday, 8/27/2014 to [email protected] with the subject line "Attn: HS/JS Ref: TFSAAFRW14CI0010" Questions submitted after this deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. You are prohibited from communicating directly with Fiscal Service personnel about this procurement action.

Proposals shall be submitted electronically to BPD at [email protected] on or before 2:00 p.m. ET, Friday, 9/5/2014 with the subject line "Attn: HS/JS Ref: TFSAAFRW14CI0010". It is the Offeror's responsibility to confirm timely receipt of the proposal by calling 304-480-8252.

Proposal shall include the following information to be considered complete: Offerors shall submit an electronic copy of Volume I (Written Technical Proposals, Personnel Resumes) and Volume II (Written Price Proposal) and signed Standard Form (SF) 1449 (page 1), as separate attachments, by the due date. Offerors shall also provide 3 past performance references (Government or Commercial) where they have provided a similar service by the due date.

It is the Offeror's responsibility to ensure/confirm timely receipt of the proposal. The Offeror assumes full responsibility for ensuring that it is in accordance with Fiscal Services security requirements. The following file extensions are not allowable and proposal materials and/or data submitted with these extensions cannot be considered:

.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, and .cpl.

Files may by "zipped," however, the file must be renamed, as .zip extensions will be quarantined by Fiscal Service Security and we cannot guarantee that they will be delivered by the date and time listed in Block 8.
