COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation ("synopsitation" hereafter), which is expected to result in an award for Protestant Music Director for Kitty Hawk Chapel on a firm fixed price basis, as described in the attachment titled "Statement of Work." The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The solicitation is issued as a Request for Quotations (RFQ) and is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.

This acquisition is a Total Small Business Set-Aside under North American Industry Classification System (NAICS) Code 711510. Size standard is $7,500,000.

All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.

Yes, this is a follow-on requirement. The previous contract number is FA8601-14-P-0330.

The current contract is being performed with $24,000.00 as the base year before it expires.

3. What was the name of the past awardee?
The previous contractor's name was Amanda J. Rivers.

4. Is there an incumbent in place?
An incumbent is currently performing the task in place of Miss Rivers until this requirement is awarded.

5. Do we need to submit a resume of a candidate?
Yes, a resume of the candidate being considered must be submitted along with the quote for this requirement. Please refer to the Statement of Work that is part of the attached Solicitation Document for any required qualifications.
