The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Simplified Acquisition Branch (SAP), intends to negotiate on a sole source basis with the Dynamic Systems Analysis, LTD, using the procedures in FAR Part 13, ProteusDS Dynamic Analysis Tool for use in operational deployments and test system development of underwater systems and moorings.

The ProteusDS platform will provide customizable and powerful API to model mooring technology used by CO-OPS in supporting water level and current survey activities. ProteusDS will significantly and immediately benefit CO-OPS' ongoing mission and strategic goals of implementing fast-response, buoy-integrated Ocean-MET systems. The platform's advanced API will allow for system integration with pre-visualization through the use of advanced mechanism models with nonlinear constraints (revolute, prismatic, spherical, universal joint types) with the ability to incorporate advanced wind, wave and current models, use ASCII input files with fully automated UI with built-in documentation, and create ASCII output for easy loading and plotting in other commonly used tools (Matlab, Excel, etc,). ProteusDS will also allow for automated simulation summary reporting (HTML, Excel), batch simulation processing, contact and clearance analyses, and most importantly, the dynamic analysis of single leg moorings (shackles, buoys, anchors), saving CO-OPS significant time and resources in developing, planning, and executing systems development and operational deployments.

All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 AM EST on July 29, 2019.
