Fort Belvoir Community Hospital has a requirement to upgrade its Proteus X-Ray system.

The Government intends to procure this upgrade via a sole source to the General Electric Company, the manufacturer of the system, because the upgrade can only be done by the manufacturer.  General Electric Company does not authorize third parties to perform such upgrades.  All of the technical data required to perform the upgrade is owned by the manufacturer and only qualified technicians, trained by General Electric, are qualified to perform the upgrade.  Servicing the system by any other organization would void the system's existing warranties and the safe use of the equipment could not be assured.

Responsible sources not solicited for this requirement may submit a capability statement for the agency's consideration.  However, prospective offerors are advised that the agency has authorized procurement of the upgrade under "other than full and open competition" procedures in accordance with FAR 6.302-1.  A copy of the Justification and Approval will be posted no later than 14 days after contract award.
