Solicitation M00318-16-T-0007 is issued as a request for quote (RFQ). This procurement is unrestricted. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on a sole source basis with Orpheus Chamber Orchestra Inc. for two each Orpheus Chamber Orchestra musicians, under the authority of FAR Part 6.302-1.  Orpheus Chamber Orchestra Inc. is the sole creator of the Orpheus Method of working with a band to collaborate musical ideas and put them into practice within a musical ensemble. The contract line item numbers and description are CLIN 0001 Quantity 2 each musicians for musical instruction as outlined in the PWS and CLIN 0002 Travel expenses. Award is expected on 2 February 2016. This notice of intent is not a request for competitive proposals. However, all proposals received by 2 February 2016 will be considered for future procurements by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
