This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only Request for Quote (RFQ). A hardcopy written RFQ will not be issued. NOAA's Santa Cruz Tiburon researchers are looking at the spatial and temporal distribution of Chinook salmon during their ocean migration period on a stock specific basis. Tissue samples from ocean-caught salmon are necessary for stock ID and will be analyzed in the NOAA Science Center lab in Santa Cruz, CA. NOAA National Marine Fisheries is seeking for a contractor for the collection of tissue samples and associated metadata (i.e., GPS coordinates, length, weight, depth of capture) from Chinook salmon in the California ocean.
The contractor shall supply tissue samples taken at sea from date of signed contract through September 30, 2013 from open fishing areas, with harvest allowed. Contractor needs to provide at least 200 samples per week for the period: date of signed contract to Sept 30, 2013, from either the Klamath Fishery Management Zone or the Fort Bragg Fishery Management Zone and San Francisco Fishery Management Zone North of Point Reyes, when they are open for commercial fishing, with a minimum total of 4200 samples. Sample sizes can be scaled down for catch rate considerations. The samples must be accompanied by exact catch locations and all associated fishing effort locations (GPS unit must be operating and recording waypoints semi-continuously during the entire time they are fishing), recorded in GPS waypoint format. The samples must be delivered to the SWFSC lab in Santa Cruz within 1 week of collection (dried on blotter paper) and all associated data must be uploaded into an existing online database by the contractor for interrogation by project collaborators. Contractor responding to solicitation MUST meet the following:
1. Contractor must be able to supply tissue samples taken at sea June 8 - September 30 from open fishing areas, with harvest allowed.
2. Contractor must have demonstrated knowledge and experience with salmon fishing practices and communities in California.
3. Contractor must be able to present a plan for implementing sampling collections by start of operating period (June 8).
Period of performance of this contract will commence from date of award through Sept 30, 2013.
The North American Industry Classification Code (NAICS) is 541690 with a size standard of $14M.
The government intends to issue a firm fixed price contract with period of performance commencing approximately from date of award through Sept 30, 2013 with no option period.
