Defense Logistics Agency has a requirement for Psion Handheld Barcode Scanners. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This requirement is issued as Request for Quotation (RFQ) # SP4707-12-Q-0031. Place of performance is Battle Creek, Michigan. Inspection, acceptance and F.O.B. are at Destination, Battle Creek, Michigan. Delivery shall be no later than 30 calendar days after award date.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2005-55.

This acquisition is being solicited unrestricted in regards to small business programs. The associated NAICS code is 334111 with a SBA size standard of 1000 in employment.

Offerors shall provide a price for each contract line item number (CLIN) in their quote. Quotes with quantities of more/ less than requested or products other than those specifically requested by brand name will be rated technically unacceptable.

CLIN 001: Psion 7535 G2 Handheld Terminal, Configuration 7535210034620020, P/N: 7535G2, QTY: 15 ea.

CLIN 002: Psion Battery 7535 1900 MAH LI-Ion, P/N: HU3000, QTY: 13 ea.

CLIN 003: Psion 753X Docking Station Charger/Dock, P/N: HU4002-1, QTY: 11 ea.

The Psion barcode reader is the only device that can be used with the Distribution Standard System (DSS). DLA Disposition Services are required to use this brand name of manufacturer because of compatibility and standardization issues with DSS. This brand of barcode reader is required so that the reader is able to communicate with the handheld management application. Only Psion barcode readers meet the compatibility and standardization requirements of DLA Distribution Services.

Only new equipment is being solicited. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available.

Offeror shall be an authorized Psion partner, integrator, and/or reseller and source directly from Psion or through approved channels. Quotes that do not meet this requirement shall be rated technically unacceptable.

The evaluation factor(s) for award is; lowest-price, technically acceptable. Any resulting contract or order will be firm-fixed price.
