A sole source award to Reed Tech will ensure a smooth continuation of ongoing efforts to disseminate data to the public at no charge to the Government or public until the PEDS system/project can be funded and completed (incorporate the Published Documents tab and the Image File Wrapper (IFW) PDF images tab) or the Private/Public PAIR Portals can be upgraded or replaced (offering a programmatic way for the Public to download this content). If another vendor were to take on this project, there would be a major disruption to making Public PAIR content, to include IFW PDF images, available for download programmatically. The new vendor would first have to obtain the Authority To Operate (ATO) which can take up to six months. The new vendor would start all over with Public PAIR scraping and hosting efforts which would take another six months. The USPTO has over 30,000 non-paying customers per year that are downloading patent and trademark bulk data (to include Public PAIR content with IFW PDF images). A disruption of this data for up to a year will severely impact their systems, customers, and overall ability to operate. USPTO's mission of serving the public with access to information would be severely hindered.The Contractor shall crawl the USPTO's Public PAIR (Patent Application Information Retrieval) system and compile patent application status data in bulk, electronic form. The USPTO will define XML Schemas, Style sheets, data dictionary, containers, components and all artifacts necessary to define the data for the purposes of dissemination. The Contractor shall host, and provide to the public free of charge, bulk datasets provided by the USPTO and the Public PAIR bulk dataset compiled by the Contractor. The USPTO may define and provide additional datasets as they become available.
