The offerors shall submit their questions 3 calendar days after the issuance of the RFQ. Telephonic requests for the solicitation will not be honored.
The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be based on the lowest price technically acceptable (LPTA) submission. To be technically acceptable the quoter must confirm they have the technical capability to build all of bridles and towers per the design drawings and can deliver all of the required items identified in CLIN 0001 within 90 calendar days after receipt of an order and past performance shall be Satisfactory or above. The Government intends to award a LPTA, firm fixed-price contract on an all or none basis.
This acquisition will be issued as an RFQ and awarded as a firm-fixed price order under simplified acquisition procedures. This is a 100% Set-Aside for Small Businesses. All responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered with the System for Award Management (SAM): www.sam.gov, and obtain (and provide with the offer) a DUNS number by calling 1-800-333-0505. The North American Industry Classification Code System (NAICS) code for this procurement is 325211 and the small business size standard is 750 employees.
