The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) in support of Vaccine Research Center (VRC) intends to negotiate on an other than full and open competition for an order for the Luciferase 1000 Assay System with Promega Corporation, 2800 Woods Hollow Road, Madison, Wisconsin the original manufacturer (OEM) of the reagent. The Luciferase Assay System is an extremely sensitive and rapid reagent for quantitation of firefly luciferase. General, 100-fold greater sensitivity can be achieved over chloramphenicol acetyltransaferase (CAT) assays. The Luciferase Assay Reagent generates light that is nearly constant for at least one (1) minute so is compatible with measuring firefly luciferase in a single-tube luminometer or in a multiwall plate luminometer with an auto-injector. Ongoing experiments are based on results achieved using these products from this vendor; changing vendors at this time would be detrimental to VRC research. This is not a request for proposal. This will be a firm-fixed price contract in accordance with the statutory authority for this sole source requirement 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-73, dated April 29, 2014. The associated North American Industry Classification System (NAICS) code 325414, which has a size standard of 500. This is not a request for proposal. All responsible sources who can show capability to produce this reagent may submit a proposal with a statement of capabilities to indicate product specifications and past performance producing the same or similar reagents. All responses will be considered. The Government reserves the right to make a decision whether to this requirement is available for competition. All responses shall be submitted no later than 2:00pm EDST, June 2, 2014.
