To the best of our knowledge, the Symbiosis Pico is a unique fully integrated Online SPE (Solid Phase Extraction ) system with Ultra High Performance Liquid Chromatography (UHPLC) compatible chromatography system which allows for full compatibility of online SPE done at pressures up to 4,000 psi with UHPLC (with pressures up to 18,000 psi). The full integration of these two processes, together with the automatically exchange of the SPE cartridges allows for testing more variables in less time, just by changing software parameters instead of making manual hardware changes; therefore, cutting on sample manipulation and method development time. Also, the Symbiosis Pico control software allows for choosing to include or exclude the extraction, without reconfiguring the system hardware, saving time during method development and troubleshooting.
A sole source acquisition is justified because Spark Holland, Inc., is the only source that will meet the Agency's technical requirement. There are no other suppliers that will satisfy this requirement.
CDC intends to negotiate this requirement with Solomon Park Research Laboratories under the authority of FAR 13.106-1(b) (1), Only One Responsible Source, and 41 U.S.C. 253(c) (1). Spark Holland, Inc., is the only source available to provide these services needed for the continuation of the CDC Division of Laboratory Sciences. This notice of intent is not a request for competitive proposals or quotations. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement as described above.
