NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Cryptologic and Cyber Systems Division, Contracting Branch (AFLCMC/HNCK) hereby gives notice of intent to award a sole source Firm Fixed Price contract as implemented by the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), soliciting from a single source to satisfy agency requirements.

AFLCMC/HNCK intends to award a sole source contract for the purchase of Cryo-Pulse 5 Plus (CP5-Plus) Detector parts and support software; and Repair five (5) CP5-Plus detectors to Canberra Industries, Inc., 800 Research Parkway, Meriden, CT, 06450. This proposed acquisition will include the following: 16 each, CP5-Plus Cable 10 Ft (3M), P/N: CP5PLUS-C-10; 16 each, CP5 Plus Controller, P/N: CP5PLUS-CO; 16 each, CP5-Plus Adaptor Cable, P/N: CP5-PLUS-ADAPT; 1ea, LabSOC/Genie Software includes P/Ns: CAL DATA, CAL-ANALYSIS, ISOXSRCE, S573C, S500C, S505C, & S506C; 3each, Repair CP-05-SL, P/N: DETSERV-2; 3each, Controller Upgrade, P/N: CP-05-SL; 3 each, Characterization of Repair of CP-05-SL; 2 each, Repair of CP-05-Plus, P/N: DETSERV-E; and 2 each, Characterization of Repair of CP-05-Plus.

Required Delivery is 120 days after receipt of order. The Government intends to make an award by August 2015. Canberra Industries, Inc. is the only known source that meets the Government's requirement of the required items due to their technical expertise, extensive research, testing and qualifications.

If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within seven (7) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. This is not a request for competitive proposals and no solicitation will be provided for this requirement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
