The Center for Disease Control and Prevention, National Center for Health Statistics, has a requirement for laboratory measurements of biologic specimens for total cholesterol, triglycerides, direct HDL-cholesterol, LDL-cholesterol, Lp(a) and Apo(B). The specimens, collected from participants in the National Health and Nutrition Examination Survey (NHANES), will be shipped by NIOSH to the contractor. Cholesterol must be measured enzymatically in serum in a series of coupled reactions that hydrolyze cholesterol esters and oxidize the 3-OH group of cholesterol. The direct HDL method in serum is required. Lipoprotein must be measured immunochemically by using an enzyme-linked immunosorbant assay (ELISA). Apoprotein B must be measured by using a nephelometer method. Triglycerides must be measured enzymatically in serum using a series of coupled reactions in which triglycerides are hydrolyzed to produce glycerol. Test results and quality control results must be supplied in machine-readable format no later than three (3) weeks after receipt of serum specimens. The contractor must have at least 24 months continuous experience in conducting analysis of total cholesterol, HDL, and triglycerides. Offerors must have a well-established quality assurance program and document that the method used is a calibrated system with at least two years of quality control data. The period of performance will be date of award through June 2009, and the Government intends to issue one or more fixed-price requirements contracts for a base period and four options. Solicitation 2004-N-01197 will be available on or about May 4, 2004 and proposals are due by June 16, 2004. No telephone requests will be accepted. Written requests may be sent to the above address, faxed to (412) 386-6429, or sent via e-mail to [email protected]. Offerors may obtain a copy of the RFP via the internet at www.eps.gov. All responsible sources with appropriate capabilities may submit a proposal which will be considered by the agency.
