This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small business, small disadvantage business, Veteran owned small business (VOSB), Service disabled Veteran owned small business (SDVOSB), or large business) relative to NAICS 621511 with a size standard of $32.5M.àNote that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified and verified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the service, VA will set aside the underlying solicitation per 38 U.S.C. ç8127.ÃÂ
Responses to this synopsis shall be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO and/or GSA eBuy. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement separately from responding to this sources sought announcement.
General Requirements:
The Department of Veterans Affairs (VA), Network 22 Contracting Office is seeking sources that can provide Autopsy and Pathology Services for VA San Diego Healthcare System located at 3350 La Jolla Village Dr., San Diego, CA 92161.
The Contractor shall provide all necessary labor (autopsy assistant), supervision and transportation to perform the Autopsy and Pathology Services. Contractor shall provide the following, but not limited to: Assures that all necessary documentation is available, verifies that proper authorization for autopsy is at hand, and records all information necessary for autopsy records. Verifies that the body of the deceased is, in fact, the body to be autopsied, and makes all arrangements to schedule the autopsy. Prepares lab for autopsies including laying out supplies and instruments. Prepares body for autopsy, weights and measures human remains. Ensures proper handling, transfers, labeling and storing of specimens. Responsible for cleaning and sterilizing all instruments and maintaining the morgue facilities including examination areas, autopsy bays, refrigeration units and all other areas. Contractor shall conduct cleanup in accordance with health and safety regulations. Contractor shall participate in post autopsy panels discussing findings and evaluations.
The intended contract period shall be for a base year and four (4) one-year option periods, dates to be determined by the Contracting Officer.

This notice is neither a request for competitive proposal or solicitation of offerors. This notice is to assist the VA in determining sources only and a solicitation is currently not available. Information received as a result of this notice shall only be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement.
