The Network Contracting Office (NCO) 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 10, Milwaukee, WI, 53214, is performing market research to determine if there is a sufficient number of qualified (1) Service Disabled Veteran Owned Small Businesses (SDVOSB); (2) Veteran Owned Small Businesses (VOSB); or (3) Small or Emerging Small Businesses firms, or 4) Large businesses that are capable of providing Cytogenetic Laboratory Services for the William S. Middleton Memorial Veterans Hospital, Madison, WI. Contractor shall provide all labor, supplies, equipment, maintenance, information technology, transportation, supervision, and testing facilities necessary to provide Cytogenetic Laboratory Services as listed in Attachment 1. The contractor shall meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). Due to the critical importance of maintaining the viability of the specimen cells, the specimen must arrive at the Contractor's/Subcontractor's testing laboratory within eight hours of the telephone request by the Government facility. The NAICS Code 621511 is applicable to this acquisition, the size standard for a firm to be considered as an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $30.0 M.
