Sources Sought for Cytogenetic and FISH testing.
This is a SOURCES SOUGHT NOTICE. This is NOT a solicitation for proposals or quotes. The purpose of this Notice is to obtain information regarding the availability and capability of qualified laboratories, NAICS 621511, that can provide consultative services for Cytogenetic and FISH (Fluorescent in situ hybridization) Testing for VA Medical Centers located in New England.
The anticipated contract duration will be a base year and four option years.
THIS IS STRICTLY MARKET RESEARCH THAT WILL ASSIST THE DEPARTMENT OF VETERANS AFFAIRS, BOSTON HEALTHCARE SYSTEM PLAN THEIR ACQUISITION STRATEGY.
Proposals will not be accepted at this time.
General Statement of Need
1. DEFINITIONS
a. Test Result Report - A printed final copy of laboratory testing results.
b. Proficiency Testing- An assessment of the accuracy of testing by a laboratory based on the analysis of an unknown specimen analyzed by a large number of other labs. The proficiency survey is conducted by an organization or agency authorized by the Department of Health and Human Services to do so.

2. Description/Specifications/Statement of Work
The contractor shall provide consultative services for Cytogenetic and FISH Testing. This would include associated services needed to complete the consultation. The following VA Medical Centers will participate in this agreement:
a. VA Boston

c. Other VISN 1 Facilities may be added during life of this agreement.
3. The CONTRACTER LABORATORY:
a. Shall perform consultation services entirely upon their premises.
b. Will provide faxed results as well as hard copy.
c. Shall carry out its functions hereunder in full compliance with all local, state, and federal laws or regulations.
d. Provide a consultation report that includes the laboratorys name that performed the consultation, laboratory specific accession number, the date and time a specimen was collected, received by the laboratory and completed, and the pathologists signature. A sample report should be submitted with the proposal. .
e. Shall certify and ensure that all employees, officers, or agents do not use Protected Health Information received from any VISN 1 site that would constitute a violation of any applicable provision in standards set forth in the Health Insurance Portability and Accountability Act (HIPAA).
f. Must accept specimens on Friday and Saturday.
g. Lab tests must be turned around in 5-7 days of receipt at Contractor Laboratory.
h. If analysis cannot be performed due to culture failure then only a culture fee will be charged rather than a fee for a completed analysis.
