SOURCES SOUGHT NOTICE:
The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NACIS 621610. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the Federal Business Opportunities website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement.
The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 22 has a requirement for Durable Medical Equipment (DME) Services, (DME includes all items of a therapeutic or rehabilitative nature, which are determined as medically necessary for home treatment of eligible veterans, e.g., hospital beds, over-bed tables, bathroom equipment, invalid lifts, hand cycles, stair glides, room air conditioners, standing tables, portable ramps, mobility (walking) aids, environmental control units (ECUs), etc.) for five (5) VISN 22 VA Healthcare System facilities and their associated Community-Based Outpatient Clinics (CBOCs).
Included are: VA Grater Los Angeles Healthcare System, VA Long Beach Healthcare System, VA Loma Linda Healthcare System, VA San Diego Healthcare System, VA Southern Nevada Healthcare System and their associated CBOCs. The area of service shall be all patients serviced by the VISN 22 VA Healthcare Systems, including surrounding areas, regardless of where patient resides. The Government may solicit and award a contract(s) for a base year with four (4) one (1) year option periods.
The contractor shall provide all supplies, materials, equipment, labor, supervision, transportation, infection control, storage, cleaning, delivery, sanitization, assembly/set-up, repair, pick-up and patient training/instruction-in-the-use of Government-owned Durable Medical Equipment (DME). The contractor shall develop mechanisms and methods to register complaints, resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein for veteran patients in VISN 22. Contractor(s) shall be required to provide delivery, set-up, instructions-in-use, storage and/or pick up and routine service/refurbishment of DME.
The successful contractor(s) shall meet or exceed the Joint Commission on Accreditation of Health Care Organizations. This requirement will be a matter of solicitation compliance.

Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a RFP/RFQ.
