The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Office intends to procure Genetic Breast Cancer Testing for the National Naval Medical Center (NNMC), Laboratory Department, Bethesda, Maryland and the Walter Reed Army Medical Center (WRAMC), Washington DC. NNMC and WRAMC intend to acquire 46 Oncotype DX test for highly specialized blood testing designed to determine the probability of developing breast cancer based on an individuals family history. These unique tests will be used to quantify the likelihood of breast cancer recurrence in women with certain specific sets of circumstances specifically newly diagnosed, stage I or II to better determine future treatment plans. The Oncotype DX tests form the foundation of post operative care for these types of patients. These tests will allow NNMC/WRAMC to aggressively treat patients based on the likelihood of a cancer recurrence. FISCs intent is to process this procurement on a sole source basis to Genomic Health, Redwood City, CA, because Genomic Health is the only known source providing this type of test. This test is unique as it is the only one on the market that analyzes 21 separate genes to provide a comprehensive risk quantification of cancer recurrence. FISCs intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The Period of Performance is from 01 October 2008 through 30 September 2009, plus four one-year options ending 30 September 2013, if all options are exercised. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 7 August 2008 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
