Notice of Intent to Sole Source In accordance with FAR 6.3, the Department of Veterans Affairs at Bay Pines VA Healthcare System, 10000 Bay Pines Blvd, Bay Pines, FL 33744 intends to negotiate a single source procurement with Tosoh Bioscience, Inc. for CPRT Hemoglobin A1C patient testing services to be performed on existing clinical chemistry analyzers located at the Bay Pines VA Healthcare System, Bay Pines, Florida. The urgency of this critical function of patient care will not permit the Government to solicit sources under standard procurement policy and, therefore deem only one source reasonably available for the time frame of this announcement. The period of performance is 180 days. TOSOH Bioscience, Inc. is currently performing this service. The Government believes only the incumbent contractor can respond to and satisfy the agency urgent follow-on requirement for this limited time frame and intends to negotiate with this source under the authority of FAR 6.3; unusual and compelling. During this 180 day period of performance, it is the Governments intent to synopsize and compete this contract action on GSA e-Buy. Other interested vendors may identify capability to respond to this requirement by Tuesday, November 12, 2012 at 11:00 AM EST. Such capabilities will be used solely for the purpose of identifying additional sources for a future contract action. All information shall be furnished at no cost or obligation to the Government. A determination to open this requirement as full and open competition based upon responses to this notice is solely within the discretion of the Government.
