The Uniformed Services University of the Health Sciences (USUHS), the Department of Defense Medical School and Health Sciences University, hereby announces its intent to award a sole source Purchase Order to Innovative Pathology Concepts of Baltimore, MD for one base year and four option years. We have a requirement for head and neck dissection services on 60 human cadavers for use in our Functional Neuroscience medical student studies annually. These services are highly specialized and include, but are not limited to, dissection of the scalp, removal of the calvaria, removal of a wedge of occipital bone, and removal of the brain. Once the dissection is complete, it requires highly specialized preservation of the fresh human brains for use in the Functional Neuroscience medical student course. The statutory authority permitting this award under other than full and open competition is FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This is not a request for quotes and a solicitation package will not be issued, however, responses received by April 25, 2006 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is within the discretion of the Government.
