THIS IS A REVISION to clarify in additional detail the previous SOURCES SOUGHT notice. This is for information and planning purposes and shall not be construed as an obligation on the part of the Government. The purpose of this sources sought is to identify all qualified businesses, including Service-Disabled Veteran-owned Small Businesses (SDVOSB) Veteran-Owned Small Business (VOSB), Small Disadvantaged Businesses (SDB), Women Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, 8(a) Small Business and Large Business concerns that are interested in and capable of performing the work described herein. The NAICS code being considered is 621111 and the corresponding size standard is $11 Million. Your response to this sources sought will assist the Government in determining the appropriate acquisition method, including whether or not a reasonable expectation of a set-aside exists. The Department of Veterans Affairs, Veteran's Integrated Network 21, Network Contract Office is seeking information to aid in determining potential contractor's capabilities to provide onsite radiologist services that meet or exceed the American College of Radiology (ACR) standards for the night, swing and weekend shifts. The VA is seeking multiple radiologists to work 365 days a year, primarily eight (8) hour shifts, in one of the National Teleradiology Program (NTP's) reading center locations. Please note that the NTP is operational on all holidays and contractor will provide services on those days as well. The VA Radiology Services follow the standards & guidelines set forth by American College of Radiology (ACR). A contractor providing onsite radiologist services shall provide services that meet or exceed the American College of Radiology Guidelines http://www.acr.org/Quality-Safety/Standards-Guidelines/ The VA is considering three line items, each representing distinct shift/day coverage requirements. Multiple awards may be possible. The shift requirements are defined as follows: 1. Night Shift: Three (3) radiologists each shift working during the hours of 7 PM -3 AM Pacific Time zone 7 days a week including all holidays. 2. Swing Shift: Two (2) radiologists each shift working during the hours of 12 PM - 8 PM Pacific Time zone 5 days a week. (Friday, Saturday, Sunday, Monday, and Tuesday) including all holidays. 3. Weekend Shift: Four (4) radiologists each shift working during the hours of 11AM - 7 PM Pacific Time zone 2 days a week. (Saturday, Sunday) including all holidays. Shifts Sunday Monday Tuesday Wednesday Thursday Friday Saturday Total Pool Night 3 3 3 3 3 3 3 15 Swing 2 2 2 2 2 10 Weekend 4 4 8 Place of Performance: Services shall be provided on-site in one of three NTP Reading Center locations: 1. 795 Willow Road, Menlo Park, CA 94025 2. 1001 Sneath Lane, San Bruno, CA 94066 3. 3104 Croasdaile Drive, Durham, NC 27705 Regardless of duty station location, all times are Pacific Time zone. In order to meet tours of duty requirement, location remote from California will require adjustment to actual local time assignments. Critical Capability Element: Contractors must be mission capable at the time of award. For the purpose of this notice, "mission capable at the time of award" means the following. Contractors shall maintain a minimum pool of privileged physicians to be eligible and available to assume the responsibilities of a shift assignment. The minimum size for each shift is the following: 1. Night shift: 15 MDs 2. Swing shift: 10 MDs 3. Weekend shift: 8 MDs If one contractor is awarded two shift assignments, the minimum defined is 18. If one contractor is awarded all three shift assignments, the minimum is defined as 20. These are minimum requirements and the contractor is expected to maintain larger staffing pools in order to maintain an uninterrupted continuity of services at all times. The firm's socio-economic category 2. Proof of System for Award Management (SAM) Registration showing current registration with no active exclusions. 3. Capability Statement to address the following: a. How much time does it take for your firm to recruit Radiologists on average? i. Including, how long it takes to complete eQIP, VetPro credentialing & privileging etc. per Radiologist? b. What is your firm's recruitment success rate in being able to fill positions in a timely manner? c. Provide contract numbers for any VA Radiologist contracts you were awarded in FY13, FY14 and or FY15. d. The VA reserves the right to reference the CPARS report card for all respondents to this notice in order to corroborate their capability assertions.
