INTENT TO SOLE SOURCE:The contractor shall provide a Registered Nurse (RN) to place extended Dwell Peripheral Catheter including Peripherally Inserted Central Catheters (PICC) on an as needed basis at both the Nashville VA Medical Center as well as the Murfreesboro VA Medical Center. The services shall be available 24 hours per day, 7 days per week on an as needed basis. Qualifications shall include IV Therapy certification [by Infusion Nurses Society], skills in peripherally inserted central catheters [PICC], ability to function independently, and current CPR certification. Any and all personnel providing services under this contract must speak and write English proficiently. The RN shall provide all scheduled care and maintenance for the life of the device, all insertion related procedural supplies, patient education and staff education. Staff education will be conducted as needed by demonstration or lecture format. The RN shall provide phone support to Tennessee Valley Healthcare System (TVHS) staff and/or patient 24/7, 365 days a year as needed. The RN shall provide surveillance and outcome reports with the TVHS IV Therapy Nurse Manager and Infection Control. Reports will be provided monthly. RN's shall provide service to acute care, long term/extended care, rehabilitation, home health and/or hospice patients. RN shall provide educational programs, such as vascular access and infection control that range from one to forty hours as needed and requested by the Nurse Manager for the IV Team or the TVHS Education Service. The RN shall be capable of training TVHS IV therapy staff in placing and maintaining peripheral and PICC lines. The Contractor is responsible for assuring that all persons, whether they be employees, agents, subcontractors, providers or anyone acting for or on behalf of the Contractor, are properly licensed at all times under applicable state law and/or regulations. A copy of license must be provided and will be updated upon expiration and renewal. Any changes related to the providers licensing or credentials will be reported immediately to the parent VA hospital. Under FAR Part 6.302, Lee Medical, Inc. is the only known local source to satisfy this current need. The NAICS code associated with this requirement is 621399 with a size standard of $6.5 Million. This notice of intent is not a request for competition. No solicitation documents are available and telephone requests will not be accepted; however, any company that feels they can meet the requirements may give written notification to the contracting officer 10 days from the date of the publication of this notice.
