Notice of Intent to Sole Source
The Department of Veterans Affairs, Network Contracting Office 3 (NCO 3), James J. Peters VA Medical Center - Bronx, New York intends to award a sole source contact under the authority of 41 U.S.C. 253 (c)(1) (FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements), to up to Icahn School of Medicine, Department of Pathology, One Gustave L. Levy Place, Box 1194, New York, NY 10029-8014
This action will result in a Firm-Fixed Price contract with a period of performance of twelve months plus 4 years of option year.
This notice of intent is not a request for competitive quotations. There will be no solicitation available for competitive quotes. However, all responsible sources may submit a capability statement, which shall be considered by the agency.
Responses to this notice will be used by the Government to make appropriate acquisition decisions. Respondents should reference VA243-16-Q-0443 Notice of Intent in the "Subject" line. The point of contact for this requirement is Desiree Flores,

Responses to this notice shall include company/individual name, a service capability statement, including examples of similar facilities for which services have been provided, DUNS number, address, point of contact and socio-economic category (i.e. SDVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business, Large Business). Determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
Telephone inquiries will not be accepted. If no viable responses have been received by the closing date of March 28, 2016 at 4:00PM E.T., the Government shall negotiate solely with Icahn School of Medicine.
Background
Renal Transplant Services requires renal biopsy processing for special stains, IHC& EM and analysis by renal pathologist. This service is required for transplant recipient patient's management. Fresh renal tissue obtained surgically from a transplant recipient will be picked up at the JJP VAMC by the current courier. Renal biopsy tissue from the transplant recipient will be processed and slides will be made and stained for light microscopy, immunohistochemistry, & electron microscopy.
