TITLE:            NOTICE OF INTENT TO AWARD SOLE SOURCE         SOL:              36C24221Q1544  DUE: Monday November 01, 2021 at 3:30 PM EST.         SET ASIDE:   Not Set-Aside              NAICS:         621511: Medical Laboratories POP:  01/01/2022 12/31/2022 AGENCY:      Department of Veterans Affairs, Network Contracting Office (NCO) 2 POC:             Mariangie Rivera, email [email protected]                    DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO HUDSON VALLEY HOSPITAL CENTER.  Market research was conducted, and it was determined that Hudson Valley Hospital Center is the only vendor capable of providing the required services in supplying the necessary items required to process and ship specimens as stated in the statement work. This service shall include supplies, containers, and shipping boxes that are compliant with IATA. The Contractor shall provide STAT Laboratory Tests during weekends, holidays, evenings, and Night s. The availability schedule for this service is needed 24 hours/7 days a week. The Lab Tests shall include CPT Coding and Medicare pricing schedule. The tests are ordered for urgent care patients located at Montrose and Castle Point VA Medical Center Hudson Valley campuses. These tests must be processed as STAT orders for blood work under Medicare pricing schedule. The drawn blood will be sent to the Hudson Valley Hospital (NY Presbyterian) via courier services within minutes to ensure STAT results are received within a timely manner as required. The tests shall be performed as soon as the specimens arrive at the testing facility and it must be processed as a STAT specimen. After the results are processed, the lab results must be sent directly to the clinician via fax. This Notice of Intent is not a request for Proposals or Quotations.  No solicitation document exists, and no telephone or email inquiries will be accepted.          Furthermore, no contract award will be made on the basis of proposals, or quotations received in response to this notice.          Pease note that the Government MAY consider all Expressions of Interest (EOI) received by October 27, 2021 by 3:30 PM EST.    A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.  All information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.    Responses to this notice must be emailed to [email protected] and it must be received no later than 3:30 PM EST on Monday November 01, 2021.                   Submitters are responsible for ensuring their EOI reaches the designated Contracting Specialist on-time before the deadline expires.
