This is a Sources Sought Notice
(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.
(b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal.
(c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law.
(d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about courier services for The Renal Transplant program for Bronx, NY. The VA is seeking to provide for this requirement as of March 13, 2021. The NAICS code identified for this requirement is 621991 blood and organ banks. The requirement is detailed in the Statement of Work section of this document.
(e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Mariangie Rivera at

- Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement.
- Contractors shall also identify any Federal Supply Schedules that may carry the desired services.
- Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP.
- Contractors shall include any relevant comments about the Attachment(s) if applicable.

Courier Services for Renal Transplant Program
A: General Information
Background
Kidney Transplant Program at JJP VAMC is the only transplant program in the Northeast Region and it provides service to veterans all around the country. The Transplant Program relies on an outside contract with a Tissue Typing Laboratory (Rogosin Institute) in Manhattan, NY to perform transplant related blood work for the care of veterans in the following phases: prior-transplant phase, during-transplant phase, and post-transplant phase. ÃÂ The courier company requires to provide both standard scheduled and urgent unscheduled services in a timely and safe manner, 24/7, all year round.
Deceased donor transplant cases normally occur in an unpredictable and emergent nature. Some veterans do not have monthly sera readily available at the time of an active transplant case. To increase their chance of receiving a kidney transplant, there is a need for some unscheduled deliveries of blood samples that need to be done as soon as possible.
In addition, the courier service is required to deliver blood sample urgently to Rogosin Institute on post-transplant patients who are experiencing complications, as the test result will determine management of post-transplant care, outcome of transplant, as well as patient safety.
The goal and vision for the future is to increase chances of veterans getting transplanted in a safe way and to ensure that veterans are receiving the best care.
Objectives
The purpose is to obtain a contract with courier company that provides delivery service that is 24/7, all year round, in both urgent and standard time manner to Rogosin Lab Institute in Manhattan, NY. Obtaining a service of this type will increase chances of veterans getting transplanted in a safe way; it will reduce preventable adverse event during post-transplant phase; and it will enhance positive patient outcomes.
Furthermore, utilizing courier service will improve productivity of transplant program at JJP VAMC and therefore it will increase hospital budget.
The C&A requirements do not apply, and that a Security Accreditation Package is not required.
