The Department of Commerce, NOAA, National Weather Service (NWS) intends to negotiate, as a brand name justification, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with Quantum.
The NWS Climate Prediction Center (CPC) has a need to replace an LTO-4 tape library that is not adequate to provide the Center with off-site storage to meet Department of Commerce (DOC) Certification and Accreditation (C&A) requirements. The existing tape autoloader does not have enough tape slots or up-to-date tape drive capability to produce clone tapes for off-site storage, so it is vital that this device be replaced. The new tape autoloader needs to be capable of storing at least 75Tb of native backup capacity over the next 3-5 years for CPC. The following are the tape autoloader specifications required.

A comparison was performed on various LTO-5 tape autoloaders offered out in the industry and the Quantum was found to have the best value, ability to standardize on one manufacture, and provide a cost comparison given the requirements. To support this effort the acquisition of an upgraded tape autoloader is essential to maintain required backups of climatological data.
