This announcement is to provide notification of the Department of Veterans Affairs intent to enter into a sole source purchase order NLT 15 August, 2016 with the following vendor;

Service description: The Contractor shall perform a concert service for the Sioux Falls, SD Veterans Administration.
The Sioux Falls Veterans Administration has a requirement for a concert service to host a "Valentines for Veterans Concert" on February 4, 2017. Additionally, this service must take place within 25 miles from the center of Sioux Falls, SD. The contracted facility shall provide the following:
1. Coat Check Room
2. 10 banquet tables for vendor booths (VA to bring own linens)
3. 2 banquet chairs at each vendor booth (total quantity needed is 20)
4. 3 banquet tables and 6 chairs total for registration, tickets and recognition giveaways
5. Parking for VA Vet Center RV (38 ft. Long, 13.5 Ft. high, and 22,000 lb. weight)
6. 4 banquet tables with linen and skirting for merchandise
7. 2 banquet chairs for each merchandise table (total 8 chairs)
8. Room rental of Mary W. Sommervold Hall (non-profit)
9. Dressing rooms for performers with amenities listed in band rider document
10. Artist booking and coordination fee
11. Box Office Services
12. Security
13. Full Hall Ushers
14. Technical Director
15. Electrician
16. Stagehand
17. Martin W8LC Line Array
18. Monitoring System Technician
19. Monitoring System Wedges and Consoles
20. Follow Spots
21. Microphones
22. FOH Audio Racks and Stacks

In addition, the following food and beverages shall be provided as listed within a band rider document provided by the Kentucky Headhunters band. Exception: The Government will not provide alcoholic beverages as part of a request or band rider package. The concert service must be held indoors, must have enough seating to accommodate no less than 1,000 attendees, with at least 50 wheel chair accessible seats.
Any interested parties may identify their interest and capabilities to respond to the requirement, and should furnish detailed data concerning their capabilities to provide this service.
This notice is not a request for competitive quotes; however, any firm that believes it can meet the requirements must provide written notification to the Contracting Officer by Friday, August 15, 2016 at 12:00 p.m. local time. Information should be sent to Scott Morrison, Contracting Officer, at

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
