The National Capital Planning Commission (NCPC) intends to negotiate, on a sole source basis, with Capitol Business Solutions, Inc. for financial and accounting services. The National Capital Planning Commission has a need to obtain expert assistance in 1) recording budgetary authority, allotments, commitments, obligations, expenditures and revenue in accordance with the Standard General Ledger in the agency’s accounting system, FreeBalance Financials; 2)transaction processing and information extraction from FreeBalance Financials; 3) the customization of FreeBalance to meet NCPC’s unique requirements; 4)developing and implementing budget, accounting and financial management polices and procedures in support of Audited Financial Statements derived from FreeBalance and 5) NCPC's budgetary process, including the preparation of budget submissions, apportionments and reapportionments, and execution of the budget. These efforts will require expert knowledge of federal accounting and financial management policies and procedures; significant knowledge about NCPC’s current accounting, budget and procurement practices and systems; as well as an expert knowledge of FreeBalance Financials, and NCPC’s application of FreeBalance Financials.
