This announcement constitutes a Sources Sought Synopsis for the Aircrew Training and Rehearsal Support Program (ATARS) II, a follow-on contract to ATARS. The following information is provided to assist the Air Force in conducting a Market Research of Industry to identify potential contractors for ATARS II. Also, a Request for Information is included within this synopsis, which allows the contractor the opportunity to provide comment for the development of ATARS II. The Hill AFB, Utah, 508 MASSG/GFMMD ATARS Program Office will award a follow-on contract to ATARS. The ATARS II contract will provide simulator availability and database capability to support Program Flying Training (PFT), Mission Rehearsal/Exercises at the 19 SOS, 58 TRS, 193 SOW, additional CONUS/OCONUS sites and in the Joint Synthetic Battle Space. Current and future training devices and supporting components will be integrated, maintained, modified and replaced to obtain concurrency with the aircraft or system and in accordance with operational using command requirements. A seamless transition between the current contractor and the ATARS II contractor is imperative. The contract will provide Contractor Logistics Support, engineering support through a Training Systems Support Center, and the modification and maintenance of hardware, software, facilities and courseware. Academic instruction, instructional development, database maintenance/generation and configuration management will be achieved using the latest technology and innovation. The Air Force will acquire ATARS II services through a single award indefinite delivery/indefinite quantity contract awarded through an Agency Level Source Selection. It is anticipated that ATARS II will be a 10 year, indefinite delivery/indefinite quantity contract with multiple pricing arrangements. Potential offerors are requested to complete the Request for Information found on the ATARS II website at http://contracting.hill.af.mil/AirCraft/ATARSII/ATARSII.asp. Two copies each response are requested to be sent to Ramon Castillo at 508 MASSG/PK, 6072 Fir Ave/Bldg 1233, Hill AFB, UT, 84056-5820 or via e-mail at [email protected]. Responses are due no later than close of business 13 January 2006. No phone or FAX requests will be accepted. Prior respondents to the Request for Information need not resubmit a response. The government does not intend to made an award on the basis of this sources sought synopsis or otherwise pay for the information solicited herein. Copies of the submitted information will be reproduced and submitted to the ATARS II Integrated Process Team (IPT) for review. Results of the review will be used to develop the DRAFT RFP.
