The National Oceanic and Atmospheric Administration (NOAA), Air Modeling Division, Research Triangle Park, North Carolina, has a requirement for services in support of the Development and Testing of an Algorithm for Modulating Emissions form EGUs as a Function of Meteorological Variables. The requirements for this service are as follows:(1) Acquire power generation and Continuous Emission Monitoring (CEM) data from 2002 and/or 2003 (depending on data availability) for the major EGUs in the United States. (2) Acquire meteorological data (such as surface temperature and surface dewpoint temperature) for the same time period. (3) Perform statistical analysis relating the power loads to meteorological parameters. (4) Develop and test a robust algorithm to modulate the NOx and other primary criteria pollutant emissions either on an individual unit or a geographical basis as a function of meteorological variables, depending on the significance of the power load/meteorological relationship. (5) Working with the NOAA’s ETA/WRF-CMAQ forecast team, help to integrate the algorithm into the emissions processor (such as PREMAQ) and perform independent tests of this approach using at least 4 weeks of data from 2004. Provide an oral and written assessment of either ETA-CMAQ’s or WRF-CMAQ’s ability to predict ozone concentrations using the modified emissions versus using typical summertime emissions. (6) Document the analysis and the algorithm, to include either technical conference/ peer-review journal publication. Deliverables: (1) Monthly progress reports (2) Tabular and graphical summaries of power load statistics, CEM SOx, NOx emissions data, and meteorological data (such as surface temperature) (4 weeks after award) (3) Briefing to NOAA project officer on the statistical analysis (12 weeks after award) (4) Source code and test results of proposed algorithm (16 weeks after award) (5) Completion of retrospective tests with proposed algorithm (20 weeks after award) (6) Electronic documentation summarizing the data collection, data analysis, statistical analysis, and algorithm development (24 weeks after award) (7) Draft of conference paper/peer-review journal article (28 weeks after award) (8) Cleared final draft of conference paper/journal article (32 weeks after award) . Period of Performance: September 29, 2003 through September 28, 2005 All responsible sources may submit an offer to the RFQ which will be considered by the agency.
