Intent to Sole Source A consortium of organizations committed to the application of network science and approaches to organizational development. The goals of the consortium are threefold: 1. To use network analytics to enhance organizational development and to learn how to apply proven leadership tools for organizational impact. 2. To promote sharing of ideas and experience in the application of network approaches. 3. To facilitate research in network science and leadership solutions as applied to organizational development. Introduction: The Department of Veterans Affairs - PCAC intends to issue a sole source contract to Activate Networks Inc. for a sponsored Consortium on the application of network science and approaches to organizational development. Justification: Statutory authorities permitting other than full and open competition are 41 U.S.C. 253(c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The consortium will be organized by Focus Areas within ONA: Leadership, Organizational change and effectiveness, Innovation, and Health promotion. The Leadership Group is jointly organized by Activate Networks and the Center for Creative Leadership (CCL), building on CCL's broad experience with leadership initiatives. Activate Networks Inc..is the sponsor of this consortium and there is no other vendor who can provide the same curriculum. Background: The Department of Veterans Health Administration (VHA), Office of Health Information (OHI), Health Information Operations and Services (HIOS) intend to purchase Activate Networks Inc. Network Roundtable Membership. This is an annual membership. This is an allowable cost in accordance with FAR 31.205-43(a), Memberships in trade, business, technical, and professional organizations. Performance Period: One year from date of award. Specific Requirements: Consortium members can choose to participate in one or more of these Focus Areas as described below. 1. Access to network analytic software to perform a network analysis (up to 300 individuals) during the course of the year, with support from Activate Networks (via webinars and workshops). 2. Participation in annual conferences: A general conference devoted to recent advances in the field and their applications. Working group conferences in each of the major Focus Areas 3. Access to an online forum where members can share questions, expertise and experience. 4. Participation and recognition in ongoing research projects conducted by Activate Networks and its partners. 5. Access to a developing library of information and case studies in organizational network analytics. For the Leadership Focus Area, additional benefits include: 1. Complimentary access to Center for Creative leadership (CCL) webinars on leading issues of the day (approx. 18/year). 2. Opportunity to participate in an "ideas into action" applied research project providing guidance and support in applying the combined methodologies of Boundary Spanning Leadership and Organizational Network Analysis (for an additional fee). Submittal Information: As stated above, this is an intent to Sole source but if contractors having the skills and capabilities necessary to provide the stated requirements should submit a response of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 5 pages. In response to the RFI, interested contractors shall submit the following information no later than Tuesday February 21, 2012, NOON EST to Franklin DiFranco via email at [email protected]. All responses must include the following information: Company name, Cage code, CCR number, Dunn & Bradstreet number, company address, Point of contact name, phone number, fax number, GSA contract (if applicable) and email. The subject line of the correspondence should clearly display the RFI number.
