The US Army Corps of Engineers intends to negotiate and award, on a sole source basis, a bridge contract with Fluor Intercontinental, Inc., Greenville, South Carolina. This action is pursuant to 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirement.' This action is required to extend operations and maintenance services for the Strategic Counter Intelligent Directorate (SCID) in Iraq for nine months to comply with the full and open competition time constraints for this service requirement. Award to any source other than Fluor Intercontinental, Inc would result in unacceptable delays and substantial cost that are considered to be well beyond any cost savings that might be achieved through competition. Under the authority of FAR 6.302-1, this action is directed towards Fluor Intercontinental, Inc.
