NAICS Code: 54199 Under authority granted in FAR 6.302-1, the US Environmental Protection Agency intends to seek a quotation on a SOLE SOURCE BASIS from Future Management Systems, Inc. to participate as a neutral partner in a conflict resolution process being initiated by the EPA's Environmental Response Team (ERT)located in Edison, New Jersey; Cincinnati, Ohio; and Las Vegas, Nevada. The contractor shall conduct individual and group coaching sessions with ERT staff to enhance communication, and give special attention to organizational assessment and development, high performance implementation, and internal conflict resolution. The contractor shall also develop and facilitate a developmental/training conference in Las Vegas in September of 2003. Outcomes of the development conference shall be provided to the Directors of ERT. In order to make this process effective and ensure a quality result it is essential that the provider have extensive subject matter knowledge and experience working with the stakeholders concerning Superfund issues, including the restructuring of budgets in governmental and private sector settings. The depth of experience of the neutral and the trust relationship between the parties to this conflict are keys to the success of this effort. Future Management Systems is the only known source with the depth of experience necessary to enable the development of an adequate trust relationship between the parties necessary for the success of this effort. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within th discretion of the Government.
