THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY. This is a sources sought notice to determine the availability of potential Contracting Firm/Business for Counterintelligence Support. Firms must demonstrate the capability, capacity, relevant prior experience/expertise in the past five years to conduct a multi- site support for various Counterintelligence Programs. In particular, firms must demonstrate capability and relevant experience to carry out critical tasks working with geographically dispersed sites and programs providing technical assistance and managing and processing data information. Further, firms must demonstrate capability, capacity and relevant experience in the following: (1) Assimilating, evaluating and interpreting all source information that concerns counterintelligence, counterterrorism, counterespionage, and intelligence oversight, (2) Providing daily analysis of the aforementioned information for distribution to selected parties within the National Geospatial Intelligence Agency (NGA), Department of Defense, Intelligence Community to include federal, state, and local law enforcement officials, (3) Conducting internal liaison with NGA components to ensure a ready exchange of CI information between the appropriate parties identified by the Counterintelligence Office Management, (4) Conducting inquiries of a sensitive counterintelligence nature and preparing formal reports of findings and recommendations, (5) Providing operational support to the Counterintelligence Community offensive operations and related initiatives, (6) Providing technical support in accordance with the Federal Information Security Management Act (FISMA) rules and regulations, and (7) Creating imagery and geospatial graphics. Core tasks of the contract include: (1)Conducting background research for review, (2)Conducting reports on special topics and issuing briefings, (3)Providing Threat Assessments, (4)Monitoring special projects and ensuring that deliverables meet project specifications and are of the highest quality, (5)Developing impact reports,(6)Providing technical assistance and guidance to strengthen or expand programs,(7)Performing inquiries using cyber or related-automation investigative tools, (8)Providing long-range analytical forecasts of threats,(9)Providing analysis to support the Research and Technology Protection(RTP)program; and (10) Providing hardcopy and softcopy reports of inquiries (investigations) involving NGA interests.
