The Philadelphia Office Contracting Department of NAVSUP Fleet Logistics Center Norfolk intends to solicit and negotiate a Firm Fixed Price (FFP) type contract. The purpose of the resultant contract is to acquire support for the declassification review of classified permanent records for the Department of Navy (DON). This requirement will be solicited as a Small Business Set-Aside. The resultant contract will involve the review of DON classified permanent records. This review will satisfy the requirements of Executive Order 13526 “Classified National Security Information,� Public Law 105-261 “Protection Against Inadvertent Release of Restricted Data (RD) and Formally Restricted Data (FRD),� and Public Law 106-35 “Supplement to Plan for Declassification of RD and FRD.� The reviews performed under the resultant contract will determine whether the classified permanent records can be automatically declassified or if they are exempt from automatic declassification. It is anticipated that the contract will contain a base ordering period of twelve months plus four (4) one-year Option periods. The applicable North American Industry Classification System (NAICS) Code is 541611 - Administrative Management and General Management Consulting Services and the Small Business Size Standard is $15.0M.
