DEPUTY AERIAL ERADICATION PROGRAM ADVISOR
(PSC) BOGOTA, COLOMBIA
A. STATEMENT OF DUTIES
1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR
A) Background: This position is assigned to the U.S.
Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia.
The actual physical work site for the Deputy Aerial
Eradication Program Advisor is at the NAS Aviation Unit's
office at El Dorado Airport in Bogota. This position
provides planning, operational, and logistical support,
facilities maintenance, and contract oversight for the
Aerial Eradication Program in Colombia, which requires
bilateral cooperation with the Colombian National Police.
The desired target of the bilateral Aerial Eradication
Aviation Program in Colombia is the curtailment of the
supply of illegal drugs from foreign sources into the
United States through aerial eradication of illicit drug
crops.
B) Purpose: The purpose of this Personal Services Contract
(PSC) position is to provide a Deputy Aerial Eradication
Program Advisor for the bilateral Aerial Eradication
Aviation Program in Colombia. The incumbent serves as an
in-country aviation advisor and expert, responsible to the
Aerial Eradication Program Advisor, the Senior Aviation
Advisor, and the NAS Director for providing program
implementation, direction, and execution oversight in
support of the aerial eradication program. The Deputy
Aerial Eradication Program Manager ensures high-level
interagency coordination among the American Embassy, U.S.
Department of Defense, Colombian military forces, Colombian
National Police (CNP), the aviation support services
contractors, and other participating agencies. The Deputy
Aerial Eradication Program Advisor plans, executes, and
evaluates training and training requirements related to
aerial eradication in support of the Department of State
nationalization plan. The Deputy Aerial Eradication
Program Advisor evaluates operational effectiveness of in-
country Department of State programs to include eradication
operations, ensuring all aviation programs retain requisite
operational and logistical fluidity, and participates in
interdictions resource planning when required. He/she also
monitors and evaluates the aviation support services
contractor's performance in maintenance, operations, and
logistics in support of these efforts.
C) Supervisory Controls: The incumbent reports to and is
supervised directly by the Aerial Eradication Program
Advisor in all matters of program design, implementation,
and management to ensure compliance with the Office of
Aviation of the Bureau for International Narcotics and Law
Affairs (INL/A) and NAS Bogota policies, directives,
operations, training, and maintenance standards by
contractor personnel and host government aircraft operators
and maintainers.
D) Statement of Work: Perform oversight and evaluation of
contractor operations. This oversight includes, but is not
limited to, reviewing and recommending approval of waivers
to published directives, authorizing use of USG aircraft,
reviewing contractor flight operations procedures, and
monitoring contractor pilot proficiency. Submit weekly
written reports of the contractor's performance and
activities to INL/A and to the NAS Director and provide
comprehensive quarterly contract performance reports to the
Contracting Officer's Representative (COR) and to the NAS
Director through the Senior Aviation Advisor regarding
contractor performance related to the Aerial Eradication
Program Aviation Unit.
E) Assist respective CNP ground and aviation unit staff
officers with proper planning and employment of USG assets
in the counter-drug program. Provide instruction/guidance
regarding aerial eradication tactics, techniques, and
procedures to both the CNP and contractor aviation unit
leadership/management. Training includes, but is not
limited to, instruction on Tactics, Techniques, and
Procedures (TTP) used in the eradication of illicit crops
in a high threat environment.
F) Assist Embassy staff as required in validating USG
concerns for human rights compliance within host nation
units that support aerial eradication.
G) Submit appropriate end use monitoring reports on USG
aviation equipment to country team members.
H) When required, direct and coordinate aircraft and
personnel deployments within Colombia for the purpose of
destroying coca and poppy crops through aerial eradication,
intercepting illegal drug shipments through aerial
interdiction, providing CNP Eradication Unit aviation
training related to the spray mission, and supporting the
nationalization program.
I) Improve, develop, coordinate, organize, and implement
comprehensive operational systems and procedures for the
Aerial Eradication Program. These operational systems and
procedures include, but are not limited to, the Department
of State Aircrew Training Program, Department of State
Aviation Operations Directives, Department of State Guide
to Aviation Training and Standardization, Department of
State Aircrew Training Manuals, INL/A Standard Operating
Procedures for counternarcotics operations in Colombia, and
Deployment Operations procedures in support of aerial
eradication operations throughout Colombia.
J) Work closely with the Plan Colombia Helicopter Program
and Counterdrug Brigade officers, developing tactics and
training procedures that will increase security for aerial
eradication efforts. Coordinate training procedures with
the contractor and the INL/A training/standardization staff
for the purpose of enhancing counternarcotics missions in
Colombia. These tactics and procedures include, but are
not limited to, Night Vision Goggle operations/tactics and
armed helicopter escort tactics/rules of engagement/aerial
gunnery in support of the counternarcotics mission in
Colombia.
K) Provide operational direction and guidance to the
contractor and CNP Eradication Unit activities and
personnel for supporting the destruction and interdiction
of narcotic products destined for the United States. This
includes, but is not limited to, planning and coordination
with U.S. Department of Defense; Department of State; Drug
Enforcement Administration; Department of Homeland
Security; other federal agencies; and host nation law
enforcement agencies for the purpose of destroying illegal
narcotics crops through aerial eradication and, when
required, intercepting illegal drug shipments through
aerial interdiction operations.
L) Provide direction and oversight for aviation training
and standardization of contractor and CNP Aviation Unit
activities that pertain to aerial eradication. Ensure that
INL/A flight regulations are followed using aviation,
standardization, and aircrew training programs.
M) Collect, review, and disseminate data on aviation
tactics, techniques, procedures, and employment in support
of the counternarcotics mission of NAS. Maintain constant
liaison with the Department of State, NAS and INL/A; the
U.S. Department of Defense; other U.S. Government agencies;
and the U.S. Federal Aviation Administration to keep
abreast of current policies, procedures, and rules that
pertain to aerial eradication operations.
N) The Deputy Aerial Eradication Program Advisor
supervises the eradication contract administrative
personnel in Bogota. He/she supervises the Narcotics
Affairs Section Air Unit (NAU) subordinate advisors to
include the Aerial Eradication Spray Advisor, Environmental
Advisor, Imagery Advisor, Fixed-Wing Aviation Advisor,
Eradication Program Intelligence Advisor, and the office
secretary. The Deputy Aerial Eradication Advisor serves as
the Aerial Eradication Advisor in times of absence of the
incumbent. The Deputy Program Advisor also provides
contract oversight and supervision to approximately 350
contractor personnel. He/she provides both technical and
operational oversight to the aviation unit staff, and
technical direction and management to contractor employees.
The incumbent plans work, sets or negotiates deadlines and
completion dates, and reviews and accepts or rejects final
work. He/she assigns work based on work priorities, the
difficulty of the assignments, and the capabilities of the
employees. He/she gives advice and instruction to
employees on both work and administrative matters. In the
context of the aerial eradication program, he/she also
identifies developmental and training needs, finds ways to
improve the quality of work, and develops overall
performance standards for contractor personnel and the CNP
involved with the program.
O) Special emphasis will be placed on the implementation
within the aerial eradication program of the Department of
State's nationalization plan for Colombia, Department of
State-supported training, and an annual multi-million
dollar operational budget.
2. REQUIRED SKILLS/ABILITIES
A) U.S. citizen, subject to State Department secret level
security clearance
B) Bachelor's Degree from an accredited institution in
aviation operations or equivalent, i.e., Associate's degree
with five years related experience, or 10 years related
experience in military aviation or agriculture spray
operations with emphasis in management or training and
standardization. Experience in international development,
international affairs, or public administration is
desirable.
C) Basic knowledge of aerial application of herbicides as
well as tactics, techniques, and procedures for aerial
application in a high threat environment.
D) Basic knowledge about platforms used for aerial
application of herbicide and the spray systems utilized.
E) Basic knowledge about Geographic Information Systems
used in the conduct of aerial application of herbicides
such as Falcon View, Del Norte, or equivalent systems.
F) Basic knowledge of aviation aircrew training and
standardization programs, to include operating directives,
training and standardization publications, aircrew training
manuals, and related documents.
G) Basic knowledge of U.S. Federal Aviation Administration
regulations, including, but not limited to, FAR Part 1, 61,
67, 91, 135, 137, 141, 143, and 830.
H) Basic knowledge of tactical employment of fixed and
rotary wing aircraft in a counternarcotics operation,
including capabilities, limitations, and techniques of
employment of aircraft used by an aerial eradication
program. Experience as an aircraft operations
officer/manager in a military or civilian organization
involved in the training and standardization of rotary wing
pilots, the tactical employment of aircraft in a high
threat environment, and the deployment of aircraft to
Continental U.S. locations is desirable.
I) Broad knowledge of and experience in the formulation of
plans and policies pertaining to operations and unit level
flight-training activities. Should have a basic knowledge
of command communications, government intelligence
procedures, and Department of State flight operations
procedures.
J) Spanish language ability at the Foreign Service
Institute Level R/2, S/2 or the Defense Language
Proficiency Test (DLPT) level 2/2 is required.
K) Knowledge of basic office procedures, typing, and basic
computer skills is required to use information technology
and management systems;
L) Knowledge of U.S. Government contract administration
procedures is desirable.
3. COMPLEXITY
A) Assignments for the Deputy Aerial Eradication Program
Advisor include analysis of all facets of aviation
operations management of a fleet of fixed wing and rotary
wing (tactical and transport) aircraft, which function
within an integrated program of diverse counternarcotics
missions. These missions include aerial eradication
operations, forward area aerial re-supply/
replenishment/sustainment activities, and CNP aviation
training.
B) The incumbent must apply specialized and professional
knowledge to supervise flight standardization of aerial
eradication support contractor and CNP Aviation Unit
aircrews operating in Colombia at multiple forward
operating locations.
C) The incumbent oversees multi-national/multi-cultural
air crew and maintenance training programs, plans,
policies, and procedures for the program. He/she
coordinates recommendations from staff officers; consults
with the Senior Aviation Advisor and the Director of
Operations of the INL/A regarding ongoing projects; and
provides guidance related to aerial eradication operations
to Standardization Pilots, the contractor, CNP Aviation
Unit and INL/A operations personnel. The incumbent
oversees implementation of the program. These plans and
procedures include, but are not limited to, development of
a Night Vision Goggle training plan for contractor fixed-
wing spray and CNP Aviation Unit rotary-wing aircrews
operating in aerial eradication missions.
D) The incumbent performs continuous analysis of the inter-
related issues of effectiveness and efficiency affecting
NAS Bogota's aviation program that will improve the
effectiveness and flight safety of aviation operations in
support of the counternarcotics mission.
E) The incumbent provides aviation and ground safety
management and advice to U.S. Government and contractor
safety program personnel operating in Bogota and at
multiple forward operating locations in Colombia. The
incumbent ensures the aviation and ground safety training
programs, plans, policies, and procedures set out by INL/A
are strictly followed. The incumbent coordinates
recommendations from staff officers; consults with the
Senior Aviation Advisor regarding ongoing projects; and
provides program guidance to NAU and contractor personnel.
The incumbent performs continuous analysis of ongoing
programs to determine the requirement for new procedures
and policies that will improve the efficiency,
effectiveness, and flight safety of aviation operations in
support of the counternarcotics mission.
4. SCOPE AND EFFECT - The primary purpose of the position
is to assist the Aerial Eradication Program Advisor and
Senior Aviation Advisor in the overall management of the
daily functions of the program. The incumbent provides
U.S. Government oversight and end use monitoring of,
contractor, and CNP operations in support of the aerial
eradication mission in Colombia.
5. PERSONAL CONTACTS - Contacts include senior officials
throughout the U.S. Embassy in Bogota; in the Department of
State's Bureau of International Narcotics and Law
Enforcement (INL); in INL's Air Wing (INL/A); top
contractor employees; and leaders of other U.S. Government
federal agencies, the U.S. Department of Defense, and the
Colombian military and CNP.
6. PURPOSE OF CONTACTS - Contacts are for the purpose of
exchanging information, consulting, assisting, directing
cooperative programs, and planning flights and operations.
Assignments may include active participation in management-
level conferences, meetings, and surveys concerning NAS
Bogota and INL/A operational policies, procedures, and
future requirements. The incumbent must be able to
effectively interface with senior management and staff
personnel from different cultural and technical
backgrounds.
7. PHYSICAL DEMANDS - The work is both physical and
sedentary in nature and involves activity at both the main
base and field locations. The work may require some
physical exertion and dexterity. The incumbent has to be
able to adjust rapidly from mountainous, high level
altitudes to ground level deployments, often within one day.
8. WORK ENVIRONMENT - The work is primarily conducted in
an office or aircraft hangar with frequent travel to the
field for meetings, conferences, activity reviews, and
field inspections. Some field sites have been declared
hazardous-duty locations by the Department of State due to
the hostile activities of narco-traffickers and guerrillas.
Such sites pose a risk to the incumbent while he/she is at
those sites.
9. POSITION ELEMENTS
A) Supervisory Controls: The incumbent reports to the
Senior Aerial Eradication Program Advisor who will act as
the Contracting Officer's Representative (COR). The
Contract Administrator shall be the INL Contracting
Officer. The individual exercises wide latitude for
independent action, initiating projects and executing
approved new programs under general supervision. Completed
work is reviewed for timeliness and effectiveness.
B) Exercise of Judgment: Exercise of judgment is
essential, as is a detailed understanding of operating
controls of information management systems' hardware and
all software required to manage NAS aviation and ground
operations.
C) Authority to make commitments: None.
D) Nature, Level and Purpose of Contacts: The level of
contacts is outlined above. The incumbent must maintain
good working relationship with USG and Colombian officials
working on counternarcotics efforts.
10. EVALUATION CRITERIA
A) Factor 1. (Contract Oversight). Applicant's ability to:
- Perform oversight and evaluation of contractor operations, to include reviewing and recommending approval of waivers to published directives, authorizing use of aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency.
- Prepare and coordinate periodic reports on contractor
performance, both orally and in writing; prepare comprehensive reporting as a contract quality assurance evaluator.
- Provide operational direction and guidance to the contractor for supporting the destruction and interdiction of narcotics products destined for the United States. Coordinate with USG representatives and provide oversight of contractor personnel.
B) Factor 2. (Assist NAU). Applicant's ability to:
- Assist CNP Aviation Unit staff officers with proper planning and employment of USG air assets in the aerial eradication program.
- Provide instruction/guidance regarding aerial application of herbicide in a high threat environment. Develop and implement tactics, techniques, procedures, and new training procedures to enhance the counternarcotics mission.
