The National Imagery and Mapping Agency intends to award a contract on a sole source basis with OC Incorporated, to support the NIMA Training and Doctrine Directorate with the development of NIMA imagery and geospatial doctrine. OC Incorporated has unique and extensive experience in the development and promulgation of Joint, Service, Command and Agency doctrine. Award to any other source is anticipated to result in substantial duplication of cost and effort that is not expected to be recovered through competition, which would severely impact the agency's training and doctrine mission. Authority for this sole source is FAR 6.302-1 and and 6.302-5. OC Incorporated in a certified 8(a) source. Firms that recognize they can perform the required services above are encouraged to identify themselves and provide written notification and supporting documentation to the Contracting Officer by 1200 on 20 May 02. The final determination by the Government not to open this requirement to competition based on andy information provided is solely within the discretion of the Government.
