Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire, through a best-value competitive 8(a) set-aside procurement, doctrine support services for U.S. Joint Forces Command, Norfolk, VA. These services include, joint doctrine development and publication maintenance; doctrine assessment; developing management products and aids for use by USJFOCM, Doctrine Division; review future concepts; supporting USJFCOM, Joint Warfighting Center (JWFC), Doctrine Division's newsletter requirements; supporting Joint Doctrine Working Parties (JDWP) and After Action Review (AAR) teams; developing and maintaining the Joint Electronic Library (JEL) databases and other specialized databases; supporting joint terminology tasks; supporting joint training; conducting trend analysis; conducting special research projects; and completing other tasks in support of the USJFCOM, Doctrine Division mission. Anticipated labor categories under this requirement are as follows: Program Manager, Doctrine Analyst, Terminologist/Doctrine Analyst, Writer/Editor, and Graphics/Administration Assistant. The prospective contract type is cost plus fixed fee IDIQ. The prospective contract is anticipated to be for a one-year base period will contain provisions for four one-year options. The total estimated level of effort, if all options are exercised, is 188,000 hours. The principle place of performance will be in Government spaces at the USJFCOM facilities in Suffolk and Norfolk, VA. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider offerors' technical proposals more important than their cost/price proposals. The Government intends to award a single delivery/task order contract. The anticipated award date for this contract is 1 June 2003. All responsible sources may submit a proposal, which will be considered by the Government. The applicable NAICS code is 541611 and the size standard is $6.0 million.
