The Naval Criminal Investigative Service (NCIS) requires support services for the Department of the Navy (DON) to conduct security declassification reviews in accordance with Executive Order (E.O.) 13526, "Classified National Security Information," of 29 December 2009, for the review of classified DON records within the deadlines established by the E.O. The E.O. established national policy for the classification and declassification of information by Executive Branch agencies, including the DON, and directed the automatic declassification of information contained in records of permanent historical value once they reach 25 years of age, unless reviewed and exempted. This required agencies to create both an automatic and a systematic declassification program. The Secretary of the Navy (SECNAV) established the process for DON compliance with the requirements of the E.O. 13526, as amended. Additionally, the SECNAV appointed the Director, Naval Criminal Investigative Service (DIRNCIS)/Chief of Naval Operations (CNO), Special Assistant for Naval Investigative Matters and Security (N09N), to be the Coordinator of the DON declassification effort and Chairman of the SECNAV Declassification Oversight Committee. The Committee is tasked with monitoring the progress of the overall DON Declassification Project. The SECNAV charter designates that a contractor serve as the Executive Agent to manage the day-to-day operations of the initial and continuing declassification effort for the DON, and complete and maintain an inventory of all DON responsible records that are located at DON archive sites, and federal archives and record centers throughout the continental United States. This is a sole source supplemental action to be included under Contract N00140-05-D-0014 to Vangent, Inc., for five months (three-month bridge with two one-month options) while the follow-on acquisition under Solicitation N00189-09-R-Z065 can be procured. Vangent, Inc., is the only firm who can supply the required services for the acquisition. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition, 10 U.S.C. 2304(c)(2). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
