The United States Department of Agriculture (USDA), Agricultural Research Service intends to award on a Sole Source basis the following requirement for Electronic Internet Access for Library Services on behalf of all current employees, contractors, cooperators, and volunteers performing work on behalf of USDA. All users listed above will be acting within the scope of their relationship with USDA, and any public on-site users, who are duly authorized by the Government to access USDA? secure intranet. The access is for ordinary business, scholarly and educational purposes of the Government, and for personal use, consistent with the Fair Use provisions of the United States and international copyright laws.
