The National Institutes of Health (NIH), Office of the Director, Ethics Office (EO) has a requirement for all aspects of ethics functions, i.e., reviewing ethics activity requests (i.e., outside activities, official duty activities, awards, financial disclosure reports, widely attended gatherings, waivers, authorizations and certificate of divestiture), providing the EO with advice on matters raised by NIH employees on ethics matters, and additional ethics-related projects as identified. To the best of the Government's knowledge, Jo Anne Duggan, 27 Observation Court #103, Germantown, MD 20876, is the only known source that has the capability of performing the required services. Ms. Duggan has over 10 years experience in Government ethics at NIH, has extensive experience in the full range of Government ethics activities, experience in interpreting complex government ethics statutes and regulations into understandable lay language, the ability to help the government identify the best option for the government to pursue, and has worked on special ethics projects required by Congress and the NIH. Because of this experience and expertise, it is believed that Ms. Duggan is uniquely qualified to provide the needed services. This acquisition is less than the simplified acquisition threshold. This is not a request for competitive quotations. Interested vendors should identify in writing their interest and capability statement regarding experience in Government ethics activities, experience in interpreting complex government ethics statutes and regulations into understandable lay language, the ability to help the government identify the best option for the government to pursue, and has worked on special ethics projects required by Congress and the NIH which proves that they have the ability to perform the work to the contracting officer within 10 days of the publication date of this synopsis. All responses received prior to the due date above will be considered by the Government. A determination by the Government not to compete this proposed acquisition will be based upon responses to this notice and is solely within the discretion of the Government. Selection of another source could cause unacceptable delays in fulfilling the agency?s requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. It is anticipated that the Request for Quotation will be available 12 days after the publication of this synopsis. The period of performance is 1 year from date of award for a total of approximately 990 hours. Quotes will be due 5 days after the release of the RFQ. Point of Contact Allyson Y.
