On 21 October 2009, the Mission and Installation Contracting Command (MICC) Center Fort Knox posted a notice of intent to issue a sole source extension by increasing the ceiling amount of the Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts W912SU-05-D-0003 through W912SU-05-D-0007 by $10M from $97M to $107M. Due to workload uncertainties, the extension was delayed.

The MICC Center Fort Knox intents to issue a sole source 6 month extension and increase the ceiling amount of the above referenced contracts by $11.5M, from $97M to $108.5M in accordance with FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements.

The requirement consists of providing the following support to any USAARMC subordinate organization, DoD or DA Agency working initiatives in support of the Mounted Force:

(1) General Technical and Analytical Support: The contractors are required to provide subject matter experts to support working initiatives that involve the Mounted Force.

(2) Training Development Support: The contractors are required to revise and/or develop USAARMC, DoD or DA training documents, manuals, training support packages and programs of instruction.

(3) Doctrine Development Support: The contractors are required to revise and/ or develop USAARMC, DoD or DA doctrine, mission training plans (MTP) or related publications as well as other Capstone documents and manuals.

(4) Combat Development Support: The contractors are required to provide subject matter expertise in the conduct of research, design, development, review and revision of organizational design/structures, including personnel and major equipment item requirements, for Armor proponent units at the Unit Reference Sheet (URS) level of detail. In addition, contractors are required to provide support in the development of future operational capabilities and requirements; equipment acquisition support for developmental and non-developmental items; identification of material requirements and completion of acquisition, technical, and logistical requirements, as well as engineering, MANPRINT and system safety issues; the performance of program management functions for some programs managed by the USAARMC, as wells as administrative and other non-personal services tasks required in support of the development process.

(5) Training Support: The contractors are required to develop and conduct instruction for selected USAARMC/TRADOC courses and Mobile Training Teams.

(6) Simulations and Analysis Support: The contractors are required to set up, conduct, execute and document simulation exercises and produce analytical studies.
