The U.S. Office of Personnel Management (OPM) will issue a Request for Proposals (RFP) that will result in multiple awards of an indefinite-delivery, indefinite-quantity contract under a single solicitation for the same services to two or more sources. The purpose of this procurement is to provide the fieldwork portion of background investigations on Federal government applicants, employees, and contractors performing sensitive work. This requirement will include, but is not limited to conducting Personal Subject Interviews (PRSI), obtaining personal testimony from a variety of source types, conducting record searches, and reporting all information obtained. Locations where field investigating is required are based on subject-provided and developed information on residences, employment, education, and other significant activities and associations, and on locations of repositories of required records or of additional required personal sources. Performance coverage must include all fifty states within the United States and U.S. territories. The system uses ZIP codes provided by subjects or location codes provided by investigators to sort work to contractor addresses maintained for work unit assignments. The RFP will be released and may be downloaded electronically at the Federal Business Opportunities website (http://www.fedbizopps.gov) on/about March 20, 2006. Proposals will be due on/about May 4, 2006. All qualified responsible sources may submit an offer and will be considered for award.
