The Department of Veterans Affairs, VISN 11, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with Market Strategies International (MSI) in Livonia, Michigan to provide computer-assisted telephone interviewing (CATI) services for VA Ann Arbor Healthcare System HSR&D's research project, "Evaluating a preference-based intervention for increasing CRC screening". The Contractor shall provide expertise in the development and implementation of Computer Assisted Telephone Interviewing (CATI), including training, programming of the CATI form, conducting telephone interviews, and securely transferring data to the HSR&D project team at the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 3:30 pm on October 27, 2008.
